Hum... It is hard to live without internet now a days... If you are lucky, you can install the aptoncd package and generate a cd with the packages you will need. It's the best choice.

Other alternative is search for the packages on this page: http://packages.ubuntu.com/
download them one by one and install them by double clicking on each of them. The problem with this method is that you will have to know and download the dependencies for each one if you don't have them installed on you computer.

Ubuntu Ultimate edition can be an alternative for you. It is an unofficial derivative of ubuntu shipped with a DVD with lots of packages in it. Take a look: http://ultimateedition.info/

make sure you donwload the ubuntu-restricted-extras package. Dependencies are all satisfied and you will solve a great part of your needs.

Theres is another solution. Open synaptic, mark all the packages and codecs you want to download. Open the menu File->generate script of downloaded packages. Chose a folder to save the script. Run it (./scriptname). You will need wget for it. All the packages you chose will be downloaded to the script folder.

Copy the files to you computer. Once there, open synaptic File->add downloaded packages. Point to the folder where the packages are. Synaptic will install them.

Dear,

you will need to install the codecs that allow you to play these files. Since you don't have internet access, you will have to install those with one of the methods i've told you last times. The ubuntu-restricted-extras, w32codecs are two packages that may solve most of your problems.
