There is no emulator better than Wine, unless you go into a vmware alike solution.
Anyway I believe wine doesn't use the windows drivers for nothing so if your webcam is not correctly setup on linux it will not work under Wine.
Whats your webcam vendor and model ?
Unfortunelly a lot of webcams are not yet supported out of the box and require some manual kernel module install...

Check out this driver for philips pwc cameras. It supports decompression in VGA resolution (640x480) which allows to have nice refresh rate.

http://www.saillard.org/linux/pwc/

other camera's I tried only allowed low framerate and/or resolution because the drivers couldn't use the compression (because vendors don't give their documentation away).

There was an email on a list asking for a internetcafe management and billing tool some weeks ago. (to be honest I forgot on which list, seems I'm getting old...;)

I don't gave it a closer look but it might be interesting for your needs. The snapshot which could be seen on the site seems to offer some very interesting features.

If you'd like to start community research and development on your webcam issue, I'd suggest opening up a bounty in Launchpad and list in detail what you want to happen.

i'm not really well versed with the linux program with the problem that we have here regarding the the licensing of os most especially for internet cafe owners i would like to ask if ubuntu can be a substitute for windows os most especially for on line gaming that runs on windows os.

Also Chris, you may want to upgrade to a newer version of Ubuntu as Breezy is only supported(security updates etc etc) for another month or so.

As far as your webcam, you may want to refer to https://help.ubuntu.com/community/Webcam

Can you help with this problem?
