Loud Static On Login

When I login there is about 10 seconds of very loud static. After that sound works fine. Any ideas what is causing this static?

Hmm looks like I had it set so that this file was played when I login:

/usr/share/sounds/KDE_Startup_1.ogg

When I test it, it produces the exact same static noise. Is this a bug?

What about gstreamer0.10-plugins-base and gstreamer0.10-plugins-good packages? Are they installed?
