tiff library not properly installed

I need the tiff library. This includes the include files tiffio.h and tiff.h, as well as the library libtiff.so
There is in /usr/lib/ a libtiff.so.4.1.4, but according to ftp://ftp.remotesensing.org/pub/libtiff the latest version is
3.8.2, with 4.0.0 alpha. Also, there are no tiff include files that I can find.
What is tiff.4.1.4?
Is the tiff library supported under ubuntu?
How do I get a proper installation?

You should install the following packages: libtiff4-dev, libtiff4. You can use synaptic in Gnome, or in console 'sudo apt-get install package1 package2 etc".
