First, you will need to enable the restricted plugins for playing the MP3 format.
https://help.ubuntu.com/community/RestrictedFormats

Then, you will need to mount your Windows' partitions.

can i download the file and install it locally, or does it have to go through the internet?

Just download the file here: http://packages.ubuntu.com/cgi-bin/download.pl?arch=i386&file=pool%2Funiverse%2Fg%2Fgst-fluendo-mp3%2Fgstreamer0.10-fluendo-mp3_0.10.2.debian-1_i386.deb&md5sum=919d59b47598d2a9ba8bfa50fd85d16d&arch=i386&type=main

that is assuming you're using an intel processor and are using ubuntu, edubuntu or xubuntu rather than kubuntu. If not then you need to download the packages with a red dot next to them on http://packages.ubuntu.com/dapper/libs/gstreamer0.10-fluendo-mp3
