Limit screen refresh rate to 75 Hz in all resolutions

I have a flat screen, it is running in 1600x1200@60 Hz on DVI, that is good enough.

But some games, sets the resolution lower to 640x480@85 Hz and when my monitor goes out with message "frequency out of range"

I had problems in

Starcraft (WINE)
and Doom 3 and Quake 4 (the last to might be because of weird standard resolution, I've fixed those be increasing the resolution)

How do I limit the refresh rate to 75 Hz, so no program can increase it further (640x480@85Hz appears to be a valid resolution in Systems->Settings->Resolution and goes black there too)

I found out that I could add:
VertRefresh 60
In the /etc/X11/xorg.conf under Monitor
