CPU Frequency Scaling Monitor

Is there a way to request an update for the user to set the desired frequency for the app to control? The frequencies I have is 40%, 80%, 90%, 100%. 40% makes the computer too slow and the rest overheats the computer to where it will shut down within 5 minutes at this setting. I have a 2GHz HP AMD Turion 64x2 laptop computer. Just switched over from windows completely in last of December 2011. Would like to set it in the range of 60 to 70% range. Is there a way for me to accomplish this? I have tried to edit the files but the system said I did not have privileges to change the files for setting the powersave to performance settings.

I would like this app to be able to set it at a frequency and the computer runs at that frequency in a permanent setting until changed by the user. This is what I would like to see with out the worry of the computer shutting off due to high temperature readings inside the case. I do not want to use the step increases like the conservative and ondemand use. Battery power saving is not the issue. Temperature is the issue.

Id suggest going into your BIOS and ever-so-slightly underclocking your CPU. The exact steps to take will depend upon your motherboard.

Be aware that underclocking too far can prevent your computer from booting, requiring you to reset the bios in some cases to regain access to your computer - this usually involves taking the laptop to pieces to find the motherboard reset.
