for ati cards you have to install the proprietary driver and XGL. look around in the wiki or google for it. lots of information should be floating around.

Ati do not make very good drivers for linux/ubuntu unfortunatly so getting desktop effects to work on them is rather annoying.

you will need to make sure you have the ati restricted drivers installed (use the restricted drivers manager) and then enable xgl: https://help.ubuntu.com/community/CompositeManager/Xgl

Desktop effects are depending on program called Compiz (I assume you're using Ubuntu 7.10). Just in case, check if you have it and compizconfig-settings-manager package installed with Synaptic or console ( sudo apt-get install compiz). If everything's all right, it also might mean your video card is not supported for Desktop Effects. Mine doesn't work too... There are ways of skipping this problem by telling Compiz to ignore video card test, but it's not wise and I haven't done this so far. Look up at forums from ubuntu.com. In my native language forum that problem have been touched a few times, therefore it must be in yours resolved. Cheers!
