By default, it is impossible to get "ask what to do" drag and drop because alt-drag moves windows

In a default installation of Dapper Drake, trying to get "ask what you want" drag and drop requires you to alt-drag. However, alt-drag is set to move windows.

Personally, I prefer "ask what you want" as the default action on drag-and-drop, but it would be nice to at least be able to do it. Perhaps meta-drag?

I would prefer to keep alt-actions as window manager, panel, or otherwise global bindings. However, this problem can be worked around, once the user figures out what is going on, by changing the modifier key for moving windows (to what? meta?)
