I think it is a standard KDE panel, but I'm not sure.

I'm very sorry but I have to disagree. I had Dreamlinux and it is not a standard KDE panel. It is something like avant-window-navigator. See http://www.simplehelp.net/2007/05/31/how-to-install-setup-and-use-avant-window-navigator-awn-in-ubuntu-feisty/

It may be avant window navigator but avant is very buggy. I don't think they would put it on a release. Kde panel also does that maclike zoom on proximity thing and supports transparency. So anyway it is either avant or kde panel.
