"system accounts" threshold?

Where is the Kubuntu setting that sets what UID numbers are considered "system accounts"?

Before I got Kubuntu, I already had users on another O.S. starting at 501 They all need to have the same numbers on all machines of the subnet in order to avoid permissions confusion in NFS-mounted disks.

I set it to 500 long ago, but recently did a re-install and can't find the setting.

The file you are looking for is "/etc/adduser.conf".
