add/remove programs dose not work. help

Every time I try to download a program from the add/remove programs I get the msg " The list of applications is not availabe" and then it askes me to refresh although this process just keeps looping. I have the newest install of ubuntu and I just installed it yesterday.
And if at all possible giving me step by step directions because im a bit new to linuxs

Ive looked through other forms for the same prob and saw alot of them ask for this file so i am posting it now incase it helps.

you don't have any repositoryes enabled except your cd, so its only looking to your cd to find new software (obviously it can't find any new software there).

you can goto system ->adminstration -> software sources to enable the repositories yourself
