My system clock is jumping forward 13 hours each startup

Ever since I upgraded to Gutsy my system clock has jumped forward 13 hours each time I've started up. This is really annoying. I think the reason for the 13 hour figure is that I'm in GMT+13 time zone. Presumably something in Ubuntu is thinking my clock is set to GMT and resetting it to local time, but then failing to record that the clock is now set to local time. How can I stop this extremely annoying behaviour?

To make sure the hardware clock in your pc has the right time, you first set the clock to the correct time, then run the following command in a terminal window:
$ sudo hwclock --set

Sorry, the right command to set the hardware clock is:
$ sudo hwclock --systohc
