Why doesn't .bashrc run upon logging in?

I know there are different preferences between RPM and Debian-based systems. However, I always thought a .bashrc would run in lieu of anything else in a users account. Furthermore, a new user only has a .bashrc, not a .bash_profile.

I have checked /etc/bash.bashrc, and it is sourced in /etc/profile. I believe sourcing is also invoking a shell script with a dot-space prefix.

What am I doing wrong that .bashrc won't execute in a user's account?

My question is answered by the default account created when I installed. A .bash_profile was created, which invokes .bash_rc.
