Almost untranslated livecd (gutsy)

How come the Norwegian translation is so badly supported by the livecd (gutsy) but is good when installed and was good in feisty?

Translations are done by the community on launchpad.net. When a new version is being developed some someone has to go over all texts once more. It looks like nobody cared to do that. You can do it for the next version, Hardy.
