where is Compiz-fusion in ubuntu 7.10

I may be mistaken but I thought that Compiz-Fusion was an integral part of Gutsy. When I went to look for it in System>Preferences, I couldn't find it; it doesn't seem to be there. Do I have to install it from elsewhere or is it hiding somehere and if so, ho do I gain access?

The basic settings for Compiz-fusion are under System->Preferences->Appearance, click the visual effects tab. If you want something more customizable than None, Normal, or Extra, then install the compizconfig-settings-manager package. This adds a the Custom option to visual effects tab that has lots of options and visual effects. This also adds a System->Preferences->Advanced Desktop Effects Settings program.

I have problem :( I mark effect for compiz fusion and no work! he say: The Composite extension is not available.
