Update manager does not show availability of 7.10

I tried sudo rm /etc/apt/preferences but it replied "No such file or directory."

You may try something similar to the upgrade procedure for ubuntu-server (http://www.ubuntu.com/getubuntu/upgrading):
do-release-upgrade -d

Does it tell you that there is a new distribution upgrade available?

Thank you so much! I used ubuntu-server upgrade and it worked perfectly!

Great. So the solution was:
sudo do-release-upgrade
