Im unsure wether i understand your question,
but if you want to install a different language go to menu
system->administration->language

Or do you want to change keyboard layout?
Then go to menu
system->preferences->keyboard

Two methods:-
1. Applications>Accessories>Text Editor
    Right click within window>select 'input methods'>select 'Cyrillic transliterated'.
Type the English letter which sounds similar to the Russian one required.
Try typing zh, shch, yo. Experiment!!

2. Applications>Office>OpenOffice.org Word Processor.
   When word processor window opens :-
   System>Preferences>keyboard>select layouts>select add
   scroll down list>select 'Russia'>click in 'variants'>select 'phonetic' and click on 'add'
  Select 'Russian phonetic' in window
  Left click in OpenOffice window.
  Type phonetic English equivalents to required Russian letter. NB q=ya, [=sh, ]=shch.
Experiment!

Hope all that was intelligble and useful. Proteus
