single click mouse

Is it possible in Ubuntu to select a file or a folder just when the mouse is over its icon, and to open with a single click? How?

This is partially possible. Open Nautilus, and under the Edit menu choose Preferences. Go to the Behaviour tab, and the option is the very first one in that tab. That will allow single-click opening. I don't know about selecting by hovering though.
