Ubuntu not working porperly.

So, I was following a tutorial on how to install aircrack and it said to use the console to install some packages, they were some sort of linux packages.
After that I reinstalled the system following the tutorial and then executed the system janitor, there was a list of not-useful things and I pressed to delete everything...
After that I tried to update the system, it said that it would need a partial upgrade, the program was "analyzing" and then a message said that at that moment the upgrade was not possible...
Well, a lot of things dissapeared like utilities and preferences options, the power button at the top bar and the clock are gone and the wi-fi doesn't want to connect.

Ubuntu is installed in dual-boot with windows 7

Is there a way to reinstall completely ubuntu or repair the system?

The buttons on the bar, you can add them making a right-click>Add to Panel. For the Wi-Fi, you should search if there are any missing drivers for your network card.
