I have a program for my diabetes that has a .gz extension how do I install?

ubuntu 10.10 OS
file is insulin_buddy.gz downloaded from
http://sourceforge.net/projects/insbuddy/
I cannot install through ubuntu package it does not seem to find it.

The gz extension is for a gzipped file, so
gunzip insulin_buddy.gz will unzip the file, producing insulin_buddy.
You will need to install the tcl package for it to run, since it is a tcl file.
