You can find the dvd images here:

It will not be easy, as now all distribution system presume you have an Internet access. I faced this situation at work on an unconnected RedHat 5 system.
Do you have a friend with Internet, and Ubuntu ? In this case, you could copy packets from its cache.
You need to get bunches of ".deb" files. These files can be downloaded at web site of software or at Ubuntu repository.
Another solution could be Debian, which is the source of Ubuntu, and which provides a set of DVD with more software.
The same should be possible with derivative of RedHat (CentOS, Mandriva, ...).
Ubuntu is really network centric and you will have to become expert in packet management.

I'm wrong. I checked Philip's link and I see that now Ubuntu also make DVD images of 4GB.
My advice of finding someone with Ubuntu is still valid, to get updates.

I changed the package assignment for a reason: this has nothing to do with ubiquity. Please do not change it back.

i dont' reassign the package to ubiquity but since this is also a users troubleshooting site some question like this are related to Ubuntu installation and i/we are used to assign installation relted issue to a ubiquity we don't have any other way to keep this kind of question grouped...

@Philip: in this forum, link to a packet is more a way to redirect to people interested in an area like installation or network that a strict link to a packet. E.g. packets grub2, ubiquity are subscribed but not others. In fact we need more something like: installation, packet management, sound, network as in ubuntuforums.org . It appears that lot of packet are not subscribed by developper (even if there are some exception like unetbootin). Currently, few packets are subscribed. I identify around a dozen only which are actively managed like openoffice.org, Wine (project, not packet), Wubi, pitivi and mines.

This question should be assigned to apt (or update-manager, Synaptic, software-center,...) but currently nobody subscribed this area, even if it is really an important one.
