This might be related to other bugs involving vpn, static IP addresses and network-manager.

Might also be related to bugs #92570 and #5364, but I can't be certain.

К сожалению, в текущей версии NetworkManager нет возможности использовать VPN при наличии статического IP-адреса. VPN соединение приходится поднимать посредством командной строки и/или gnome-dial.

gnome-dial не подойдет...для VPN по-крайней мере....

попробуй слудующий архив* - запусти в разархивированной папке:
