add new hardware, update to 128 bit encryption

Great Program!

I am new in UBUNTU. How can I add new hardware? How can I update to 128 bit encryption?
Need to install a webcam, it is not recognized by the system (UBUNTU), but it is design for Win XP.
How can I update to 128 bit encryption?

Is there a way to run software that is design for windows?

To run windows software you can use wine (a compatibility layer), or one of it's clones (cedega). This solutions are not perfect, they work only for some programs. Help on this is here: https://help.ubuntu.com/community/Wine.
