this isnt much of an answer but i think theres a chance that they also check to see about the IP (the one your ISP gives for your connection) they receive with your connection so if someone that had that IP orders a lot they might think that its you even with a different name, email, and address

Is there any kind of forum where i can request to review my CD request again and check it again because in my area where i'm living is very backward area and almost all of the people here are using pirated version of Widows here nobody even know about Ubuntu. I think they have some problem in reviewing my request. Is there any kind of forum where i can request them to recheck my request?

not that i know of, probably can try to contact people from canonical and such but if it comes down to it you can always pay up a little for the disc some places if you look hard anuff you can find sites that will also send the discs for free but usually other places will send them at a price around 1-20USD (including the shipping)

and if you want a bulk of them to give out to people you could always use canonical's shop http://shop.canonical.com/product_info.php?products_id=746 which the smallest bulk one it five disks for 5GBP
