Using the Ubuntu install cd from the first menu...
1) Have you check your ram choosing the menu item
2) Have you check your cd media for defect using the menu item
3) Have you tried to boot with safe vga mode
4) Pressing F6 have you tried to add some kernel startup parameters to end of kernel line try:
... nodma

I have checked the RAM and it passed

I have tried the last 3 and 2/3 both bring me to the same screen with BusyBox with the same error.

I have also tried everything in the list in the link and it have not worked

This can be caused by a terrible amount of things. There are a couple of bug reports for that, most representative is probably: https://bugs.launchpad.net/ubuntu/+source/initramfs-tools/+bug/96084 .

You may try the alternate cd, sometimes it works when the standard one doesn't.

Another boot option to try is: "all_generic_ide".

If you could provide some information about your hardware, maybe we'll find something more for you.
