May be there is a problem in dict.org. I have the same problem and try to connect dict.org port 2628 with telnet, but it couldn't connect. I think the server has a problem.

Do you mean the dictionary application that is installed by default in Applications---->Accesories--->Dictionary?

That dictionary requires an internet connection.
Your error could mean that the server is down or that you are having with Internet connection.

If you want a offline dicitionary, I recommend you to install:

StarDict (For Ubuntu or GNOME) http://stardict.sourceforge.net/
QStarDic (if your are using Kubuntu or KDE): http://qstardict.ylsoftware.com/index.php

Both are in the repository, which means that you can install usingn Synaptic Package Manager, Software Center, KPackageKit, or Terminal

You can get extra dictionaries for StarDic or QStarDic at http://www.stardict.org/forum/
The Dictionary should be placed at /usr/share/stardict/dic
