After upgrade to 10.10, the fan is continuously on

I upgraded my HP dv7 laptop from 10.04 LTS to 10.10 and since the upgrade, the fan has been on continuously and it starts up as soon as I boot my laptop and won't turn off until shutdown.

Since this wasn't the case when I was on 10.04, is this a bug in 10.10? How can I fix this?

I didn't find anything related to the DV7 and a fan problem.
Can you check the system monitor to see if your processor is very busy?
Also, what kind of graphic card is it? Did you install any proprietary drivers for it?

System monitor reports low load for all cores - max load ~ 10% and average ~ 5%.

/proc/acpi/fan is empty - I read online that this means the fan is not controlled by acpi. I installed nvidia drivers for my
graphics cards, hoping this problem will go away, but it does not.

Right now I'm planning to upgrade my BIOS to F.12 from F.08, but since this is a potentially dangerous step I will wait for some suggestions.

I experienced high fan speed only when the CPU or GPU were under heavy loads. First case is easy to monitor, second one was harder, but it happened when I was not using the proprietary driver but a very generic one.

Apparently your CPU & GPU are not under pressure, so that could be related to the BIOS indeed. I think you should upgrade it.
