Creating a boot CD for a Mac from Windows?

Before I order a CD, I thought I would ask if this is possible. I got a Mac G3 the other day and I don't think there's an operating system on it. All I get when I turn it on is a folder icon with a flashing question mark. My only working computer with an internet connection has 64-bit Windows 7. I'm guessing the Mac is 32-bit. So would it be possible for me to make a bootable CD for the Mac from my Windows 7 computer?
