How do I offer suggestions to future distributions?

I've found what looks like a potentially annoying line in the /etc/lvm/lvm.conf file that I think ought to be changed in future distributions. How do I suggest this upstream?

You can create a patch for it and try to have it implemented in upstream versions of the application itself.
The Ubuntu forums also have a development thread with an idea pool where you can post suggestions.

Take into account that something that might be annoying for you, might be requested by somebody else.
