So you want the screen magnifier or for just a section. There's an app called xmag which is as old as the hills which will magnify a little section of the screen. Compiz also has some zoom features built in which will zoom the entire desktop.

Today my problem solved .
I go through the ubuntu forums . In that , How to disable magnifier at log in screen? some one have this problem and their conversation help me to get out of this problem.
I simply doing in the terminal (by giving ctrl+alt+F2 at the ubuntu login screen- halfly magnified))
I give the command as follows:
sudo -u gdm gconftool-2 /desktop/gnome/applications/at/screen_magnifier_enabled --type bool --set false

and come out by giving ctrl+alt+del then it restarts the computer and it shows all the Operating systems I have. now i get into ubuntu as usual.
Thanks to launchpad and ubuntu forums.
