problem with apt-get install -f

This problem fist appeared when ubuntu was doing an update, and a message of a broken package

BrokenCount > 0

And doesn't matter what i try to do, nothing seems to solve the problem, I've tried with synaptic, fix broken package and it didn't work.....
when i go to /etc/apt/sources.list everything looks fine
then i do

sudo apt-get update
sudo apt-get install -f

trying to fix the problem and i get this message;

(Reading database ... 116494 files and directories currently installed.)
Preparing to replace vim-tiny 1:7.0-164+1ubuntu7.1 (using .../vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb) ...
Unpacking replacement vim-tiny ...
dpkg: error processing /var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb (--unpack):

Any ideas...... using ubuntu 7.04 i586

Try: rm /var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb

Then go for the update/install

Correction:

sudo rm /var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb

Does anyone know what this means when I type in the above ( sudo rm /var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb) I get;
~$ sudo rm /var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb
rm: cannot remove `/var/cache/apt/archives/vim-tiny_1%3a7.0-164+1ubuntu7.2_i386.deb': No such file or directory

Add to above, when i type into terminal i get the following;
any suggestions?

~$ sudo apt-get update && sudo apt-get dist-upgrade

you will get better chance to get right answer on a fresh tagged "open" question.
