10.04 hangs on boot

I installed 10.04 LTS as an update. My Thinkpad G40 now hangs on boot. It displays the Ubuntu logo and the 5 dots, then hangs. I downloaded and burned 10.04 to a CD on another system. The G40 boots from the CD and hangs at the same spot. I initiated recovery mode for kernel 2.6.32.24 and got to the Recovery Menu. If I select Resume, it scrolls through messages, starts cups, pulseaudio configured, binfmt-support, and finally "Checking battery state" and hangs. If I select failsafe mode, it works in low graphics mode. Is this an issue with the graphics chip? I'm baffled as to what to try next.

Yes, it's probably an issue with graphic. You have the last message before opening of graphic server. To help you, other people of Launchpad need to know the type of graphic processor (GPU). Please add it in your question. I'm not an expert, but what you can do is:
1) System->Administration->Appearance, remove special effect
2) If you have NVidia GPU, System->Administration->Proprietary software, switch of proprietary/free software

Now, recovery mode doesn't work either. It hangs after flashing up the recovery menu, then goes to a blank screen with the cursor on the lower left. No keys function at this point except Ctl+alt+del which shuts it down. I can boot from the 8.04 CD, but there is no information about GPU. All functions seem to work with the 8.04 image.

According to the documentation, the GPU is an "Integrated Intel Extreme Graphics Processor". I'm doubting that the GPU is at fault because it does display the Ubuntu image with the 5 dots underneath it before the screen goes black and the hang occurs.

When the five dots screen is displayed, Plymouth write directly into graphic card video RAM with a BIOS protocol.
When the login screen is launched, the X11 server uses one of drivers of the card.
So it's common that "five dots" screen works and not the login screen.
There are lot of issues with Intel GPU.
Graphic issues are not my domain.
Could you change your question into;
   "Get blank screen after 5 dots screen (Intel GPU)"
Somebody would be able to help you.
