Scope of bug reports?

Are we allowed to post a bug about anything that isn't working? For example, my Acer 3004WCLI can't suspend or hibernate correctly, can i file that as a bug?

You can file this as a bug report. It is important to find the proper place to file this on.
The first step is to check if this issue has been reported.

You can search at
https://bugs.launchpad.net/
with relating keywords (such as hibernate).

In addition, search at the Ubuntu Wiki, at the laptop compatibility list. It appears that some laptops have this issue of not returning from hibernations, and this is due to the graphics card.

General things such as this shouldn't be filed as bugs unless you can pinpoint the exact issue. That's my opinion anyway.
