Please follow steps given below:

1 - System -> Administration -> Synaptic Package Manager
2 - Search for 'Tamil' in the package manger quick search area
3 - click the check box next to ttf-tamil-fonts and mark for installation
4 - Click Apply - and your done.

Open up Writer in Open Office and you should see the fonts and be able to select and use them now. Once the fonts are installed you can access them from any application that has a font select facility.

You can download Tamil fonts here : http://www.azhagi.com/freefonts.html
Please read https://wiki.ubuntu.com/Fonts will help you.
