Sure, you can have as many users as you wish. If a user is a member of the admin group, it will be able to use sudo. It's the same for all Ubuntu's. ALL users are users in Ubuntu. The group membership just gives them special powers. Windows uses a poor model where the apps the Admins run are ran AS admin, rather than user and this is one of the reasons why Windows gets so infected with viruses, the web browsers and mail clients are running with full system access so any viruses / malware ran by them will have full access too. Windows users can help protect themselves by using a restricted account but this seems to be too much for them, some apps also NEED admin rights to even function (Organisational Charts in Word needs write access to %ADMIN% which is pretty pisspoor IMHO).
