Internet connection PPPOE over LAN fails (Ubuntu 9.10) Please help!!!

I use windowsXP and Ubuntu 9.10 on my computer. My ISP use PPPOE over LAN. In WindowsXP internet working properly, but in Ubuntu I can't connect to internet! In Ubuntu I have configured DSL in Network Manager with login, password, static IP, netmask, gateway, and name of DSL connection (Fregat). When i try to turn on Fregat connection - its failed. Also I have configured eth0 in Wired page of Network Manager. When I tried to turn on eth0, the Network Manager said that network is working, but I can't see any internet site by Firefox. I have tried to run in terminal sudo ppoeconf, its find eth0, and it gave me this message:
"Sorry, I scanned 2 interfaces, but the Access Concentrator of your provider did not respond. Please check your network and modem cables. Another reason for the scan failure may also be another running pppoe process which controls the modem."
Also I tried to install Xubuntu 10.04 LTS and I have the same problem. PLEASE HELP!

I had that problem before on my 9.10 installation and had used ppoeconf instead as gnome-network-manager can't handle direct PPoE connection.
