yuo install it with:

sudo apt-get install ntfsprogs

You don't launch it per se, it gives commands like mk2fs.ntfs as well as other commands, there isn't an ntsfprogs command just like there isn't an imagemagick command. Its simply a suite of commands you get extra.

maybe you could use gparted (gui)

sudo apt-get install gparted ntfsprogs

Alt+F2 and enter: gksudo gparted
