I do I get Ubuntu Software Center for Ubuntu 9.04

I have 2 Problems actually:

-I only have Ubuntu 9.04 and I can't find Ubuntu Software Center for Ubuntu

-My PC that runs Ubuntu dosen't have Internet, and I can't aford a modem for it. How do I get new software on to my ubuntu PC?

You can use aptoncd on a system WITH a connection, or use a friends connection to get updated. You can install software from the install CD if you add the CD as a repo ni software sources.
