Check out the Assitive Technology Support under SYSTEM>PREFERENCES>ASSISTIVE TECHNOLOGY SUPPORT.
Check off Enable Assistive Technology box, then on-screen keyboard.

Sorry here is some clarification:

NOTE: This is found in the menu section of Version 6 LTS Dapper Drake

Check out the Assitive Technology Support under SYSTEM>PREFERENCES>ASSISTIVE TECHNOLOGY SUPPORT.
Check off Enable Assistive Technology box, then on-screen keyboard.

Log out, and then back in for the changes to take effect.
