System->Administration->Services missing

I'm trying troubleshoot system->administration->printing and got this error:
The CUPS print spooler does not appear to be running. To correct the, choose System->Adminstratin->Services from the main menu and look for the 'cups' service.
There is no such menu item on the Administration menu.
How do I get it back? I'm logged on as an Administrator.
Running 10.04 LTS

try:

sudo /etc/init.d/cupsys restart

Should be ok

The above work, but the menu entry

System->Administration->Services

still missing ... at least what is the name of the application that handle
the system services ?

This appears to be a BUG. Has this been recorded as a legitimate bug?
