Downloading programmes impossible

Hallo,
Recently someone installed Linux on my computer, but maybe determined in the settings that I cannot download foreign programmes. Do you know how to solve this problem?

Kindly enlighten me on what you mean by foreign programs.

If you mean using Windoze applications, I'd say you use an emulator with the likes of WinE. Usually, Ubuntu/Debian installable packages comes with the .DEB extension. Other applications requires you to compile the source first before running it as an application.
