xinput and xset effects get reset during session

I'm using a couple of startup scripts to personalise input, which call xinput, setxkbmap and xset. On 9.10 this was fine, but after upgrading to 10.04 I notice after a time that I need to re-run these scripts (still using the same session). I noticed hal has been replaced with udev rules and I could probably write udev rules as described here: https://wiki.edubuntu.org/X/Config/Input, but I'd prefer not to have to do that.
Using KDE desktop.

If you're curious, these scripts switch to a (custom) colemak layout, enable auto-repeat on caps-lock key, and make a few adjustments to synaptics settings.

Sorry, that was a little unclear.
What gets reset after some time: "xset r 66", xinput horizontal scrolling
However, the following doesn't: keybord layout (setxkbmap)
