time difference with windows xp and Ubuntu when dual booting

I'm dual booting Windows XP and Edubuntu. When I boot into Ubuntu, the time and date is correct. When I reboot and boot into Windows XP the time has changed by exactly 2 hours (earlier). I have to then add 2 hours manually or sync with a time server.
This happens every time I switch the operating systems. I'm no expert ( as a matter of fact i'm a complete newbie ), but Day Light savings comes to mind. If this is the case, how to I change the setting? If not, what could be the problem?

Right click on Date in upper right of panel.
Choose help and it will give you the instructions.

I am sorry I reread and see this is more of a XP question. That I do not have
any know. I just took for granted it was a Ubuntu question.
