panel is locked will not work

when trying to shut the system down, message appears (program still running panel) cannot close the program nothing works on the panel when computer is restarted

I understand that after you REBOOT the computer nothing works on the panel, right? Well if so then from the boot menu select one of the recovery modes and boot the system that way. Then when in, create a new account and reboot into normal mode.

Can you help with this problem?
