low brightness after switch login

After upgrade to 10.04 (64bit) I am experiencing the following
If I am logged in as user A and I switch to user B, when I logout user B I am presented with a low brightness screen with unlock/switch prompt screen. After unlocking user A session remains low brightness until I logout.
All is ok after logout/login A again.

No idea which packages are involved, how do I raise a bug report?

I have found that I can avoid the problem by locking the screen prior to switching.
