Yes,Ubuntu as GNU/Linux distribution is legal and free.You can read http://www.gnu.org/philosophy/free-sw.html and http://www.ubuntu.com/community/ubuntustory/philosophy.You can have issues playing some audio/video formats.That depends of country you live in.Read https://help.ubuntu.com/community/RestrictedFormats

Is there something someone said or something about how Ubuntu is presented that made you wonder?

Hi :)

People often wonder why so many people would spend so much money on Windows which makes such a big fuss while failing to deliver in so many areas and struggles so much with security problems. Ubuntu and almost every other *nix platform (except perhaps "dvl" ("damn vulnerable linux", developed as a teaching tool for programmers and such) are a fraction the price to run especially in the longer term and so people wonder why anyone would choose Windows instead.

Bug #1 mentions a few reasons but fundamentally i think it's important to read "The Emperor's New Clothes". Nice links from Zvacet although

went a bit wrong. Since the question was about the legal status i would have pointed to the GPL licence but i think everyone gave better answers.
