weird problem

I have upgraded my ubuntu from 9.10 to 10.4 from the Internet, the top menu bar is disappeared, I couldn't move, minimize or maximize any windows, even I couldn't use my shortcut key, I tried several options, but I got nothing, I removed my Nvidia setting and re-installed it without any success.
when I opened the appearance preferences, I found that the visual effects tab set to None, when I changed to normal or extra every thing go well, the menu bar appear and I can move and use my shortcut keys,

the problem now is, when I restart or log off from my session every thing back to previous, so I have to re-configure the visual effect settings each time I log in.

does any one know how to fix this problem or can guide me in how to remove and re-install the visual effect package to work normally?

type: metacity --replace
press ENTER
