I'm going to try to help you, but on the condition that you act appropriately: littering questions with expletives and insulting someone who tried to help you is not the way to ask for assistance.

Some information will be helpful:
What version of Ubuntu are you using? I assume 10.04 but confirmation would be helpful.
Which theme are you having problems with? Is it Ambiance, or something else?
Can you confirm that by "frame to the window is gone" you mean that the window's title, button set, and border are all not being drawn?
Are you using any Visual Effects through Compiz? Look at the Visual effects tab of the Appearance properties (System > Preferences > Appearance)
Did this problem occur immediately after upgrading, or after some updates, or was it there one day and gone the next, with no obvious explanation?

 I do apologize I was very angry and more times than not the response I usually get from Ubuntu forms are just snotty jibes from 12 year olds or people that should have been slapped when they where 12, I am not a nube or blind when looking at the screen. The problem is, that the title bar does not render it self all the time. I am using Lucid Lynx, on a Dell laptop, I now have to restart several times and then the title bar will appear it can be troubling the reason I switched to Ubuntu is simple my computer starts up an shuts down faster. Well it use to now after the upgrade it is almost at the painful crawl of waiting on a windows machine. All I really want is to be able to hit my power button and go like my pda I can hit the power button and use it just like a radio, tv, or any other electronics, I know that is a dream with computers it would involve having much of the operating system installed in the firmware, maybe I will try getting ubuntu on an eeprom and work it onto a motherboard and have it boot from that. Now, as far as offending anyone this is America and people just need to stop worrying about hurting other peoples feelings we are not meant to be a bunch of touchy feally hippies, we are a group of people that did not fit in any where else and started this place and had to kick a lot of ass and hurt a lot of peoples feelings to become the nation we are today Now a bunch of professors have decided you can not call a group of people black we have to call them african-American, well that separates them even more and harbors a greater level racist attitude because they are more than American they are african that is separating them further because we do not call white people Russian- American, Scotch-American, German-American, English-American, Irish-American, When we stop asking what race color or creed we do away with separatist titles When we meet my eyes work and I can see, So, when we stop asking it stops being an issue, and we can be free to be angry when the need comes up happy, what ever, We are human beings and should be proud of our emotions be able to express yourself good, bad or ugly, because when we hide our emotion we are already starting the conversation out with a lie.
