At bottom of login screen in Karmic 9.10, there should be a keyboard selector.

Sorry, it is only when you have many users on the computer (I use both an english and a french account for support).
And I never had this problem with arabic (only mismatch french/english).

Don't know if this workaround is usable in your case:

Hi,

Try to select English as language. Usually there is a match between languages and their default keyboard layout choice, unless you have specified the system to use a specific keyboard during the installation.

Normally when you select one user (even when there is only one) you are offered with two drop-up menus, on the left side with the language selection and on its right, the keyboard selection.

regards

You have icons on bottom right of screen.
One is for disable people, and provide a visual keyboard.
